Headquartered in Texas, Disaster Recovery and Resiliency Solutions, LLC (DRRS) is a veteran-owned certified Texas HUB company and serves clients by strategically mapping out how to prepare and respond to crisis events like natural and man-made hazards as well as financial crises. DRRS also guides clients through long-term disaster recovery using federal and state grant programs to assist state and local communities to recover and become more resilient.
Areas of Practice
Our planners are industry leaders in developing plans that are actionable in the midst of any disaster. Using guiding HSEEP principles, our team can create realistic crisis, response, and recovery plans to guide any state or community through disasters. Our recovery plans follow the National Disaster Recovery Framework and allows clients to gather and document key steps and data to transition from response to recovery quickly and to maintain community lifelines. Further, our work with individuals and families have helped build personal resilience related to all hazards.
Federal grants are an integral part of preparing for, responding to, recovering from, and mitigating against disasters. We have experienced and knowledgeable expertise honed from managing such grant programs that stemmed from ARRA, CARES Act, ARPA, and many other programs such as HUD CDBG-DR/MIT, FEMA PA, HMGP, and BRIC. From 2 CFR 200, relevant Codes of Federal Regulations to granting agency policies and guides, we have the necessary experience.
DRRS can train Emergency Operations Center (EOC) staff, but we can also deploy ICS trained and experienced EOC staff as well as assist with the transition to short- and long-term recovery. Our team helps clients plan and execute effective recoveries that prioritize community lifelines that citizens and governments depend upon and to maximize financial cost recovery - through insurance, state and federal grant funding, and private funding.
At DRRS, our team knows what it means to be monitored by a federal granting agency or to be audited by an Office of Inspector General. We prepare clients for this experience to ensure that they can respond effectively. We can also assist with the reconciliation of Single Audit findings and resolving them for federal granting agency purposes.
The avoidance of life and property loss can be mitigated with investing in resilient strategies. Several federal programs are aimed at reducing this risk and DRRS helps clients access these important program resources such as FEMA’s Hazard Mitigation Grant Program and BRIC in addition to HUD’s CDBG-MIT grant program. Using a variety of threat analysis tools, we help clients with mitigation planning such that projects are realistic, can present a passing benefit cost ratio, and can be funded.
We are able to address client fraud concerns for large beneficiary programs by introducing program internal controls and reporting mechanisms to demonstrate compliance and to weed out potential fraud through conspicuous controls.

Christian Montz, CFE, CGMS
Principal
Christian is a former FEMA Region VI Grants Director and has extensive response and recovery experience through multiple disasters and has been instrumental in securing millions of dollars of FEMA, HUD, U.S. Treasury, and U.S. Department of Transportation grant funding for clients. He is also a former U.S. Government Accountability Office (GAO) auditor and has made a variety of grant program improvement recommendations to federal agency heads and Congress. Christian served as a Presidential Management Fellow in the Office of Grants at the U.S. Centers for Disease Control and Prevention (CDC) and is a former municipal HUD Fellow where he worked on CDBG projects related to economic development and infrastructure improvement. He holds a Master of Public Administration and is a Certified Fraud Examiner (CFE) and Grant Management Specialist (CGMS). Christian is a Gulf War Veteran and served in the U.S. Army from 1988-1996.

Scott Thomas, CEM
Senior Emergency Response Advisor
Scott brings decades of experience from the U.S. Army and from FEMA related to planning and executing emergency response. Scott is a retired Federal Coordinating Officer (FCO) and former FEMA Incident Managment Assistance Team Leader and Planning Section Chief. His extensive experience around medical plans specifically related to evacuations have been used by the Army and FEMA. He served as the Deputy FCO for Hurricane Harvey and the COVID-19 Texas declared disasters and he served as FCO for multiple disasters in Texas and Arkansas such as the ice storm of 2021 that impacted much of the state. He is a Certified Emergency Manager (CEM). Scott holds a Bachelor of Science in Emergency Medical Care and a Master of Arts in Public Administration.

Kevin Craw
Critical Infrastructure Advisor
Kevin possesses extensive experience identifying critical weaknesses in government critical infrastructure and is a former analyst at both the Department of Homeland Security’s (DHS) Critical Infrastructrue Security (CISA) and the US Government Accountability Office (GAO). He uses this experience to help clients in the private and public sector in the identification of threats and hazards to better plan for risks. As a former Senior Investment Officer at a large family of funds firm, Kevin possesses keen insights with respect to private and public financial planning. He is former Army officer who served in Iraq. Kevin is a graduate of West Point and earned a Master of Public Policy from the Harvard Kennedy School and earned a Master of Business Administration from the NYU Stern School of Business.

Laurie Carley, FPEM
Planning and Recovery Advisor
Laurie has over 22 years of experience planning for, responding to, and recovery from disasters. She started her career as a local county emergency management planner before becoming a county emergency management coordinator in Florida. She has been working in the Public Assistance (PA) program for over 20 years and the last ten years, she has assisted states, counties, and cities with maximizing cost recovery through this program and has brought in millions of needed federal recovery dollars to these types of entities. She has also served in critical ICS roles in EOCs to respond to a diverse set of hazards and has used this experience to enhance local emergency operation plans. Laurie is a Certified Florida Professional Emergency Manager (FPEM). Laurie possesses a Bachor of Business Administration.
